It’s actually for the local council, when deciding whether to grant planning permission, to assess whether the proposed level of soundproofing is adequate.
Hint: local councils like money too.
Yeah, but there’s a difference between soundproofing applied to the cinema itself (which is a listed building, so this could be a problem) and soundproofing applied in the new flats. Also, the developers want the cinema to pay for the soundproofing, which isn’t financially feasible.
