That is classic English Bull Terrier behaviour. They are really odd, neurotic, wonderful dogs. From the spinning to the charging around it is 100% bull terrier. They are incredibly friendly dogs who believe their burden in life is to play with everything they come across. So in this case, the dog is trying to impress the cat with how wonderful it is so that the cat will play with it.
In this case, the cat swatting or chasing is just affirming the dog's antics. It's a breed that checks to see if doors are closed securely by walking into them at full speed. A cat scratch is a love tap.
They are truly odd beasts
