Orangutan - that's what I was going to guess. My first thought when I saw that head was "Illya Kuryakan". It's definitely David McCallum and NCIS seems the best guess.

Wow, then that's REALLY similar to a scene from NCIS, when they were tracking a sniper who had removed just one brick from a wall to shoot through. I could have sworn that was DiNozzo in the screencap. Grats avgirl!
