I thought that was just a bit of paper or thin cardboard on top, but The Doctor Who Site informs us:
The cake is a moist sponge filled with raspberry jam and sweeting filling, covered in softer and decorated with edible sugar decorations.
So I guess it’s a bit of printed sugar.

Sigh. Another year, another birthday for my daughter, another tiresome hunt for Doctor Who – themed party stuff, of which there is pathetically little in the US.

If you’re at all handy in the kitchen, you could make your own DW-themed cupcakes and cookies. Lakeland does ship overseas. Amazon UK also has some of their products:

Lakeland’s shipping fees are fairly outrageous, but I always found that Amazon’s shipping fees from the UK to the US to be extremely reasonable. And remember, too, that you won’t pay the VAT that is included in all the item prices you see (at Lakeland or Amazon), so everything will actually be 20 percent cheaper for you.
