Perhaps “I don’t want these any more, but feel free to take them before they become general rubbish”? (We have bizarre laws forbidding people from taking things left out as rubbish, but they’re rarely enforced.)

we have the same types of weird laws here, but Bulk Night in NYC is like a nice thrift store for anyone to go to…
