This is obviously the set of a post-apocalyptic drama. An evil mutant has built his headquarters around what’s left of Rome. The heroes of the movie are architects who want to save the world from garish buildings.

Hybrid architecture is the Hot New Thing, often putting new clashing floors onto tedious old buildings that it would be too expensive to pull down and rebuild.

Mind you, look up Bletchley Park on Wikipedia…
