Holy crap, how did anyone ever consider this appropriate?

Apparently this TV ad never aired (it looks like it dates from the late 70s or early 80s), but honestly, how did it even get produced in the first place? Most incompetent tobacco ad execs ever, if they thought that the way to hook kids on smoking was to try to sell them cigars.
