I’m not sure what makes a professional manicure “American.” Any guesses? (In Morden.)

A wild guess (which is probably not correct here), but I’d say a professional manicure was “American” if the professional delivering it was American. Or, conceivably, was trained in America.
In the same way that my local reflexology emporia often bill themselves as Igirisu-shiki [British-style].
Loud, garish and rude nail colors?
I’ve seen quite a few nail places in London calling themselves American, often as part of the business name; I think it’s intended to indicate that the artificial nails they apply may be flashy (e.g. with Swarovski crystals, glitter, etc.) rather than only monocoloured.
Hmm. Most of the nail salons I’ve seen in the US seem to be owned and/or staffed by East Asian people, especially Vietnamese. So I haven’t the slightest idea. But many of them do have that kind of ’80s artwork on their signs. (I can’t remember the artist’s name who created that style – he did some album covers and such in the ’80s.)
