What are those planks on the stairs about?  Is that what passes for a handicapped access ramp in London?

It’s probably a compromise between destroying the frontage of the house to put in a proper ramp (which would be illegal if it’s listed) and leaving it inaccessible to people in wheelchairs (which would be illegal if it’s not private property).
